Okay, I'm a long time ME1 player, and have played through ME2 a few times now, and am trying to get the main character that I'm focusing on for my primary story through the trilogy on insanity, but I've noticed in the last few playthroughs that while I can find the optimum point distribution on Shepherd, there are always points left over on my squadmates after reaching level 30.
I know a fair bit about what each power does and why they're important, so I'm not asking which powers to spend points on. But I want to make "sure" I'm spending them the best possible way I can for this insanity run. Call it an OCP thing... Anyway. Is there a combination I'm not seeing that will use each and every point given to me on my squadmates?

I have maxed assassination cloak, went agent (for dialogue points) - if you want to go gameplay all the way then go assassin. maxed incinerate, disrupter and warp ammo. No points in cyro ammo, 1 point on ai-hacking - just to disable a synthetic target so I can take it out (lvl 1 ai-hacking doesnt give them shields, so its a good disabler)

You didn't read my post. I want to know if there's any way to spend all the points on my SQUAD without having points leftover, not on myself.

Oh sorry about that. Speed-read this post.
As for a way to spend all the points, I have never spent all the points on squaddies - this is due to optimisation for combat issues on insanity.

Yes, max out your squad mates' first, third, and fourth powers. Note that Miranda and Jacob get 31 total points, unlike others who only get 30. This is far from an "optimal" build because many loyalty powers, erm, do what a vacuum does. But you won't have points "left over." Better to assign the points to the powers you like, even if you do have leftovers.

Hm... So basically what you guys are saying is that Bioware didn't really give us a way to optimize a maxed level Squad. So the even the "best" builds will have points leftover... Disappointing.
Anyway, that's all I wanted to know. Thanks for the help.

Depends on the character, though.
Miranda, for instance, is really nice with Overload 4, Warp 4, Passive 4, Slam 1.
She strips any defenses (for those with), she can finish warp combos, and she grants great party buffs.

I usually have them at some combination of 10, 10, 6, 3.

3 x 10 + 1 for Miranda and Jacob are optimal.
3 x 10 + 0 (the 0 needs to be the second power from the top)
--or--
2 x 10 + 6 + 3
for everyone else
