BOOTS:  smuggler's cache in smuggler's cache "Feet of the Nimble"
TUNIC:  crow assasin "Vest of the Nimble"

I assume the drop from the crow assassin wasn't guaranteed?

Don't know. Haven't got that far yet, but that is where the Strategy Guide said it's located..

I have the gloves and boots, not sure where I got them though. Where'd you get the cap?

Can confirm the tunic did NOT drop for me in my playthrough.(Crow assasin had junk loot)

Ok, I can confirm that the crow assassin does indeed drop the vest of the nimble, but it is a low random drop, meaning I had to create a gave save and then reload and continuously slaughter him(grinding?)until he finally dropped it. Most of the time he did drop "junk loot", but sometimes he dropped the imperial edge as well.

Vest does drop on Crow Assassin. Took me 7 tries, but it did. Can't get cap though... I got Armaas and Lillith, and chose one of the 2 correct options for the "Defending The Lands" quest, but it is not in vendor... how do I get it?

According to the wiki, the cap only becomes available by getting Armaas and Lillith, AND by saying that you want your soldiers to either promote trade, or try to defend everything. If you choose either the farms or the city, you'll never get access to the Cap of the Nimble.

I got all three requirements right... that's why I'm puzzled... it's not there
