My question is: can i start a character in a lower difficulty, level it to say, level 10 and then import it to an insanity game? It's just that levelling up from scratch on insanity is so boring

Import Chars have to have completed either ME1 or ME2.

I finished ME2 and had the option to import my ME2 char. I then restarted the final mission. When I exited prior to completeing the  the game again, the option to import was gone.
