Enough Momentum runes to get you exactly to the haste cap (each is -.05 attackSpeedModifier), Intensity runes for the rest.
Practically this means:
Haste, but no Momentum-ability, 5 momentum runes, 1 intensity rune
Momentum, but no haste, 4 momentum runes, 2 intensity runes
Haste + Momentum + Precise Striking, 1 momentum rune, 5 intensity runes (I'm not sure if the crit bonus cap has changed, this might be overkill)
(Considering how stupid the game's handling of the haste cap is, I had no qualms giving precise striking to my rogue, not for any of the bonuses, but because the 10% attack speed DECREASE actually lets you stack other haste sources properly)
Finding both of these recipes makes you ridiculous. With DW daggers, my rogue's highest backstab was 563 and he attacked at the absolute maximum speed. (Dual Wield + haste cap + two daggers). The Queen of Blackmarsh lost 90% of her health over the course of a single grab.
