Are there any particular requirements for getting the random encounter that starts Velanna's quest? I've finished all the major quest areas and am ready to head to Amaranthine, but I wanted to do that first. I've got her approval on 77, and I've been walking aimlessly up and down the roads for some time, but no dice.
Any ideas?

Did you experience the encounter with her clan explaining her exile? After that I was able to partake in her quest. Talk to her at The Keep and give her the blank journal. they may help also.

Hmm, I never found this quest.. never got one for Sigrun either. Although Sigrun was the last person I recruited.

There are certain dialogues that occur and if select certain text you can talk Sigrun and Velanna to join the Warden's. Sigrun being the last recruit, I kinda, I guess cheated the system. I gave her the spyglass and told her to join the Wardens. She agreed and then I let her do the joining. Later on she ask if she could be in the Wardens and the Legion of The Dead. At that point it's too late to do the ritual, but it was already done.
