I screwed up. Posting it so it can be avoided. Playing Insanity level - Tali's loyalty mission - playing as a soldier - Simply because I had never done it before, I re trained all my level points and let the computer select using Auto level - result was excellent combat skills but ZERO communication skills via soldier/commando which meant I did not have the option to 'explain' Tali's innocence by quoting ME1 events - in order to get her loyal had to have her banished - Yuck -
will be deleting this saved run through once I complete it - also going to re train and re assign my points manually and make sure I am solid vis a vis communication skills.
Once you step foot on the Quarian fleet you caNNOT return to the normandy until its all done - so I couldn't retrain so I could alter the outcome
Sigh
Curiosity sucks sometimes.

Well if you've saved Veetor and Reegar, you can also incite the crowd with the middle option, and it works (at least for me it did), so no paraon/renegade necessary.

Yes, what 'KarmaTheAlligator' said is correct.
I think you also need to speak to the admirals, before heading to the alerai.
if you have a save, from just prior to the trial, redo the mission, and when you are sent to the Alerai, to deal with the Geth, stop and speak to everyone you can first.
Speak to all the Admirals, if you saved Reegar and helped Veetor, speak to them as well.
When the Admirals ask if you have anything else to add, you will now have a new conversation choice. It will not be red or blue, just a regular right hand of the wheel choice. But basically, you will be able to tell the admirals to STFU and reveal to the Conclave (non admirals standing around) the real purpose of the trial, as told to you by the admirals, and then incite the crowd in Tali's favor.

I'm not sure you need to talk to all the admirals first. I only talked to Tali's Admiral (vas Neema) the first time I played and still I could incite the crowd (and missed the conversation about qwib-qwib).

Actually i Have noticed this facet - not just in the tali mission but overall - The little bottom of the screen blurb say if you are replaying just hit the space bar to avoid a lot of chatter - problem with this is that you also miss a LOT of chances to affect paragon/renegade via converse.
