Is it possible to persuade the peasants?

EDITing this post because it was made on the same day everyone finished Awakening and we thought that was all to it.
If you sent some troops to protect the farms, the peasants will revolt due to food shortages. Not dealing with the conspiracy will cause the second persaude check to fail, and not sending the deserter to prison during court will cause the check to fail (you either get a deserter or murderer depending on how you've dealt with the conspiracy).
If you did not sent any troops to protect the farms, the peasants revolt because they want protection. Unlike the other riot, nothing seems to cause the second persaude checks to fail, which is very inconsistent imo and maybe a glitch.

The other quest that might be relevant is (given who the conspirators are, and that the peasants complain about seeing darkspawn from the walls of the city)... have you done the Law and Order quest ?

I can't remember if I'd killed all the smugglers yet at that point. I do, I'm just not sure exactly when it was. It's likely that I had finished the quest, though.

That probably explains it. I had only moderate Cunning (25) and I persuaded them, the way you described it. I ordered the soldiers to protect the trade routes and then did the Dark wolf questline.
On a side note, taking hostages does seem to lead to the least amount of problems overall. No peasant problem and no conspiracy among the nobles. Still, I prefer to see my enemies and kill them, rather than cow them into submission and wonder who they are...

The Seneschal I belive says something to the effect that someone must have instigated the peasants. I presume that if you have taken steps to weaken the conspiracy, then the leaders who put the peasants up to this aren't as effective.

I haven't finished a game where I took the hostage approach yet, but from what I can tell it looks like the peasants still riot, this time out of desperation. They either riot due to lack of protection from guards, or they will riot due to lack of food. Since the hostage route is supposed to cause the nobles to hate the Commander, it looks like the dark wolf route may be st way to deal with the traitors. Unless you're ok with the murder of Ser Tamrel and the senechal being hurt by that arrow from the Antivan crow.Xandurpein wrote...

Exactly the same here. I have 4 in coercion but low cunning. I also sent troops to defend the trade routes, and chose the Dark Wolf option.
