It's less about the price, and more about it being insulting.

Sure, I'll elaborate. It seems like they could easily sell 12 costumes for $2, but want to test the boundries of how weak willed the customer is by chopping it up and selling only 25% of the product for full price in order to maximize gain. So instead of an actual "alternative appearance pack" we get a "1/4th alternative appearance pack."
This, of course, is smart business. However, smart business in this case tends to imply some guilibility on the part of the consumer.
With all other DLC we are atleast getting a relatively complete product. What they're doing to this DLC would be analogous to chopping up the Kasumi DLC mid-mission and making you buy it in parts at full price. Also, I mentioned in my previous post how in Oblivion's much lamented Horse Armor, Bethesda didn't chop up the horse armor and sell it in pieces for each individual horse, which is what Bioware/EA seem to be doing now.
To me, it's insulting to my intelligence that they are selling me a partial product at full price and think that the gamer's are too dumb to see it for what it is.
