Okay I freely admit I should have done this before but never got around to it - I am NOT going to post a spoiler but here is the thing
AFTER the crew gets abducted and Joker enables EDi - Interrogate her about all the things she could not tell you about - If you missed this facet entirely - speak to the EDI console to the left of Joker's chair - the information you get adds a LOT of peices to the puzzle that is ME3

Also if you haven't done so lately or at all - read your CODEX about Ship to Ship combat techjniques and consider them in termns of ME3.

One other wierd thing I finally verified - If you get tali Banished - Kelly won't dance or offer to do so

Slightly more seriously, are you sure you didnt just trigger a romance path somewhere else?

Does Kelly refuse to dance only if Tali is exiled or even if you don't have Tali's loyalty (if you revealed her father's secret during the trial)?

I played this through a few times - i didn't finish the variant where I revealed that Tali's father was a traitor because it did not assure tali's loyalty and so I opted for the stay quiet and she is banished option - Then I played it to end and, depsite having had dinner with kelly, she never messaged me to have her come to my cabin. the only vairiant I had here was the tali banished one. Among other more notable facets that I have explroed and still had kelly message me ;
played absolute minimum - went after reaper IFF immediatley - only had miranda survive mission as only she was loyal - Kelly still came to me.

Played with collector station both destoryed and saved - kelly still comes.

Sacrificed Legion to Cerberus isntead of adopting him - nice fat bonus from Tim for that - still got kelly.

actually, in retrospecvt, it is hard to get kelly not to message you - I think tali getting banished might be onyl variant that keeps her away -

yes, I actually stayed celibate - spent time en route to Omega 4 relay making moon eyes at ashley's picture. If you read between the lines, you can(and I have) make a very good case that Kelly either seduces or tries to seduce every member of the team as you recruit them - her 'assessment' of each team member contains broad overtones, qwhich if viewed from a sexual interpetation  standpoint, lend themselves to her being TiM's " handpicked" agent - subborning loyalty to her rather than Shepard - also Mordin's conversation about the crotch rot getting on the ship - most probable vecotr for it is Kelly - she learned her 'dance' on Omega after all and what she 'paid' for her dance lessons with...well scale rot is just nasty.

Since the latest patch (1.01), Kelly takes a LOT longer to send you her message. I confirmed this with the same savegame under both versions of ME2. And when I say a lot, I mean a LOT. I finaly got her message after about 10-12 completed side missions (I save most of the small side missions for after the base so I can get all the rest of any dialog).

you MUST break off ANY existing romance before Kelly makes her move. Also I had come to suspect that BIOWARE had messed with it via patches as well - they just don't have the intestinal fortitude to stand by their products
