Well, if I remember correctly the Confederacy requested foreign assistance in exchange for territories/raw materials?
But obviously still in a war with France they declined.

Yep. It was a few key victories that actually convinced the French to officially declare war on Britian and bring in troops/navy. Mercenaries, generals, etc. still came over around this time without officially representing any nation if I remember correctly.

Pretty much, unfortunately for the Confederates they didn't have the stability of the North or the manpower. England could have provided assistance but I doubt it would have solved those two problems.
Plus the Union cut off New Orleans and Texas from the Confederacy this was crippling.
