It is a bit peculiar why it is taking longer then the other DLC's, they probably encountered a problem, hopefully it will be released really soon.

But in the meantime, I've started a Infiltrator profile, got Mordin, Garrus and Zaeed and in the middle of getting Jack Whilst I wait for the DLC.

It would also be two different departments. The people looking after the Bazaar won't be the developers themselves.
