So how much should I subtract or add for Central TIme? 

I will have fun and list out all the time zones in Canada.

Eastren Daylight Savings Time: 3:28pm

Central Daylight Savings Time (this excludes Saskatwean which is in Standard Time): 2:28pm

Mountain Daylight Savings Time: 1:28pm

Pacific Daylight Savings Time: 12:28pm

You forgot two states time though, Hawaii and Alaska.

The site if you go to masseffect.com you will see an announcement for a guy saying today was no doubt the day of release when... no clue bioware has now lost my trust and now must give more... FREE DLC to gain it back

It is actually EDT since we are currently in Daylight Savings Time but to answer your question nobody knows except Bioware and Microsoft.
