I put in one of the Mass Effect 2 disks and it said there was new content in Cerberus. I'm downloading Kasumi from there, since it's still not in Marketplace for me.

For those in the UK, the DLC is up. However to get to it, browse "mass effect 2" in the marketplace under "Game Add ons"
Then go look at the Featured Downloads. Kasumi's memory  should appear as well as the Cerberus Network and the appearance pack.

Oh...weird. I'm downloading it now...Have you tried just going into Mass Effect 2's main page on the market place? Its weird because it appears on Mass Effect 2's "Featured Downloads" but not on its "All Downloads" page..
Well hopefully this means that it will appear for everyone very soon...
This whole xbox marketplace stuff is new to me...I only got LIVE a few days ago.. Hopefully Microsoft will clear things up soon.

Okay, how is this dlc? I heard she is like Zaeed, therefore, you can't really talk to Kasumi. But someone said that you should treat Tali like a regular person.

I don't give a flying f**k where the goddamn industry is going, I just hate it getting screwed over for the benefit of the console-jerks. For what it's worth: without the constant development of graphics-cards for PC's, all those Consoleros here would not have the graphics they are looking at...
