Does Lethality convert the Strength mod to Cunning mod on ALL weapons, or just the Rogue specific weapons?

I can't get Awakenings until next month, so I'm thinking of ways to amuse myself. My current idea is to use the console to give a new rogue the two handed weapons trees, so I'm wondering if theor strength modifiers will convert to cunning modifiers as well.

Pretty sure it converts. You can backstab with 2h weapons. I think some people even do it because 2h weapons have a huge base number in comparison, and since you are auto attacking anyway, there's no harm in not having any talents.
