I went through and did many play throughs of this part and I figured out that if you at any point in time pick up the quest "Law and Order" that the dwarf that starts Sigrun's companion quest will despawn for good.

Good thing is you can pick it up at any time as long as you don't pick up the quest, so just get her, go to Amarathine and get the quest.

You just get her in your group WITHOUT picking up the Law and Order quest then take a right as you enter into Amaranthine to go up the stairs, if she is in your group she will interact with a redheaded female dwarf.

The Law and Order can be initiated without making Sigrun's quest disappear. It seems that if you take the smugglers' side during the Law and Order Quest, the quest will be terminated and the bug wont occur.

Damn it all to hell, man. The bugs with recruiting Sigrun and completing her sidequest are the only things keeping me from getting the ending I want. Is there any sign that anybody is coming up with a patch to get rid of these?
