I have seen a couple posts saying that the item can not be used as a bug.  The item can be used from the radial menu, and has the same animation as a potion. The lack of the use function of the X button in the paperdoll menu *may* be a bug, but it can be used from the quick item menu (aka radial, with the potions).

I can confirm that you do retain all of your Fade attribute bonus, additional talents, skills, and ability bonuses from tomes.

When looking at the level up screen after drinking the book (kind of a "Red Dragon" moment where Mr. D eats the painting) you will be dropped down to level 1 and stripped of equipment.

You will need to respend your specialization points so don't forget to look there!

You BASE attributes will be equal to a level 1 character. So that means you will show as having RACIAL bonuses, and class bonuses ONLY!

All other attribute moderations that happen after level 1 will be lumped into a giant pool that you can use to spend as you wish. Yeah, that means all those points you earned in the Origins quest "Lost in Dreams" are free to spend for your choosing *this may be a bug*. I was able to completely recreate my attribute spread from Origins though. I kept all my bonus skill points (two tomes), and was free to spend them on any skills with which I meet the level requirement. 

Same goes for Talents. I counted my talent total before respeccing, and my total to spend was equal to.

So from my experience I can confirm that the function of the Manual of Focus works as intended, but it's user interface function may not. Hope this helps.

Just a hint: Take a look at your Stats before you "drink the book". I didn't necessarily want to redistribute all my attributes, just my skills. Working with 70+ points to spread out among Strength, Dex, etc. would have been easier if I had remembered my previous totals. Very simple, really.
