So I was somehow able to go through the meeting without committing my troops anywhere...but the quest is still in the active log after and I have no idea how to complete it...is this a bug?
And either way, is there a way for me to complete it?

you need to talk to Seneschal Varel and tell him how you want to distribute the troops

Again, I have exactly the same problem. I ended the ceremony and then I tried speaking the seneschal, but he didnt have any speech options regarding the quest?

You have to do it during the meeting. There's an option to end the meeting and an option to talk about troops. If you end it, the troop option goes away from what I've seen.
