You play as the tinpot dictator of a banana republic called "Tropico" which is an island that contains prety much south-american every sterotype you can think of. You have to build the infrastructure of your island much like sim city, except your major concerns are appeasing the US and USSR so they don't blockade you and making sure everyone is happy so the don't become revolutionaries.
Cozy up to the US and make your island a tourist destination full of hotels and beaches (along with some sleazy tourist traps) or snuggle into the warm embrace of the Russian bear and try to make your island a socialist paradise.....or try to ride the bull and keep both superpowers happy.

I'll second the recommendation for Tropico 3. Fun little game though it lacks Simcity 4's obssessive micromanagement of waterworks, electricity grids, commercial/industrial zoning and traffic woes. But as Sloth of Doom said, there's always the political aspect of Tropico 3 to keep your blessed little megalomaniacal heart happy, if you're anything like me. ;-) There's also quite a bit of humor and I love the propaganda radio ads that play once in a while. Oh, and my favorite was Sim ThemePark, produced by Bullfrog Studios under EA. But now I can't get it to run on either WinXP or Vista and that saddens me.

Oh, and economics and city / household management simulators like Simcity 4 and The Sims 2 are my favorite kinds of videogames, because they can be so much fun while serving an educational purpose at the same time. You quickly learn that if you overspend, stretch your resources too far or don't plan ahead, you can be in for some very serious trouble, hehe. I wouldn't mind my kids playing these games because I'm sure they can learn something along the way (i.e. urban development and management strategies as opposed to merely learning how to shoot pretend weapons).

It's a rather small scale city building that emphasize on both building and trading. Pretty hardcore though, it's the kind of game that you will likely play on easy, then medium, then hard otherwise it might left you screaming.

Ok, it's not sci-fi, not really Simcity-like (though similar enough) and it's old and it probably doesn't qualify for this topic, but still, Transport Tycoon Deluxe!
