I'm looking for a simcity type game with a different theme either fantasy or better yet Science Fiction. If any combat is involved it has to as minimal as possible.

I would think Galactic Civilization II by stardock is the closest thing you'll find to a Sci Fi simcity  you can win without firing a shot. Tough I don't know how fun that is.

For something a little different you may want to try Tropico 3. It isn't fantasy or sci-fi, but it is humorous and has a much different feel than sim city.

You play as the tinpot dictator of a banana republic called "Tropico" which is an island that contains prety much south-american every sterotype you can think of. You have to build the infrastructure of your island much like sim city, except your major concerns are appeasing the US and USSR so they don't blockade you and making sure everyone is happy so the don't become revolutionaries.

Cozy up to the US and make your island a tourist destination full of hotels and beaches (along with some sleazy tourist traps) or snuggle into the warm embrace of the Russian bear and try to make your island a socialist paradise.....or try to ride the bull and keep both superpowers happy.

You may also want to consider the Majesty series which is a fantasy-based sim game. For whatever reason I have always had a hard time getting into the series even though it seems like something I should like. I wish I cold put my finger on exactly what bothers me abut it, but fr whatever reason I can't play a majesty title for more than 15 minutes without turning it off. That doesn't man you won't like it though.

I'll second the recommendation for Tropico 3. Fun little game though it lacks Simcity 4's obssessive micromanagement of waterworks, electricity grids, commercial/industrial zoning and traffic woes. But as Sloth of Doom said, there's always the political aspect of Tropico 3 to keep your blessed little megalomaniacal heart happy, if you're anything like me. ;-) There's also quite a bit of humor and I love the propaganda radio ads that play once in a while. Do check it out.

I really liked the first Theme Park on the PSX. But that's a really old game.

@ JRCHOharry: I must've tried nearly all the early Sim games, including SimAnt and SimTower and SimFarm. SimFarm was probably my second favorite, though as a kid I could never figure out how to harvest crops or establish proper water channels, and once I accidentally bulldozed a fence so all my cows and sheep escaped and ran away to town. Quite a riot though. :D

Oh, and my favorite was Sim ThemePark, produced by Bullfrog Studios under EA. But now I can't get it to run on either WinXP or Vista and that saddens me. :(

I think the earliest Sim game i played on was Simcity 2000 followed by The Sims. I was never able to build a city from scratch so i took over Barbados because they had over 1 billion dollars. The disasters were much more violent back in them days, plane crashes, floods, earthquakes and alien invasions... Now its just storms and fires.

Are you considering just Simcity style, like place grounds, some structures and see the money income, or even a more economical, structural and possibly military game? If the other, may I suggest the Anno series? I am a huge fan of those, and are pretty challenging in some cases.

just to be more specific, I recommend ANNO 1404, the latest entry of the anno series. I think it's about the best building game came out in recent years.

Oh yes, 1404 is great.Fun fact is that as your cities become huge, you have big difficulties at having every resource you need at all the times, which would make citizens unhappy.

Anno 1404? Sounds promising; I'll certainly look it up. :)

Oh, and economics and city / household management simulators like Simcity 4 and The Sims 2 are my favorite kinds of videogames, because they can be so much fun while serving an educational purpose at the same time. You quickly learn that if you overspend, stretch your resources too far or don't plan ahead, you can be in for some very serious trouble, hehe. I wouldn't mind my kids playing these games because I'm sure they can learn something along the way (i.e. urban development and management strategies as opposed to merely learning how to shoot pretend weapons).

It's a rather small scale city building that emphasize on both building and trading. Pretty hardcore though, it's the kind of game that you will likely play on easy, then medium, then hard otherwise it might left you screaming.

Anno looks really good! Quick question, can you effect how society develops?

Transport Tycoon Deluxe!

Ok, it's not sci-fi, not really Simcity-like (though similar enough) and it's old and it probably doesn't qualify for this topic, but still, Transport Tycoon Deluxe!
