Hopefully this is a repeated message..But after struggling with getting  dlc to work i finally got it going.  I had been getting the server connect problem even after buying ME2 and downloading everything.  Finally tonight i found the problem for the server can not connect error.  I had to go to  profile.ea.com
apparently my log in there wasn't confirmeed.  Yes, i the same as my other log in.  But i hope you try this   if you are having problems and that it works prefectly.  I finally approved on ea then could log ofr acces to myy dlc content

You mean this finally lets you play DLC offline?

i havent tried disconnecting and playing. i was having issues just logging in to cerebrus to get my dlc to show in game. thought that may be a common issue.
