 Whenever I click "Let me browse your wares" It loads up like the box is about to appear, but, nothing happens..

Did you buy stuff from him right away or did you travel around a bit? And, does he sell anything good?

I had this issue at first but it turns out he offers the store before he actually has set it up, if you just did wardens keep and the place looks the same. Leave and come back and it should change apperance and levi should be standing just outside the building. The store should work now

Yes I had exactly the same issue, you have to exit the dlc area altogether like enter your camp or something then go back.
