What is the highest this can get to please and how do I do it?

I have dexterity ataround 35, cunning at over 50 with the long sight cap and mages eye with the aim talent active but I am only seeing a long range crit reporting of about 17%.

Someone earlier told me this can approach 100% but I see no change when adding cunning to my attributes.

Any ideas?
