Bottom line, if Bioware thinks having Reapers in the Andromeda galaxy would make for a good storyline, they'll be able to get there. If it won't add anything to the plot, they can't.

Terminus surely refers to proximity to the milky way "spiral". If you are on the outer spiral you would be on the "terminal end" of the galaxy, hence terminus.
