Quest Name: Out of Control.

During the Out of Control quest, you are required to hunt down and kill three apostate mages who you encounter walking around the city. I have killed two of the apostates, but the third appears to be bugged. This mage, "Mumbling Man" is located in the city battlements and no matter how many times you converse with him, he will not turn hostile- meaning the quest cannot be completed. I have tried speaking to him with all party members, with different effects turned off. I've tried pickpocketing him and attacking him with an AoE Blizzard spell, but he will not turn hostile. I've loaded/ reloaded saved games and restarted.

Any solutions? I'm getting tired of hearing "Mm. Lizard eyes, perhaps a heart. Yesss, heart's blood."
