The Reapers at the moment would destory the Borg, but I'm sure ME3 will nerf them to the point that somehow you'll be able to wipe them out of the galaxy with a hastily assembled team of accountants and salarian chefs. So at that point, I'd give it to the Borg. Q wins regardless.
