I thought when I redeemed the code for that came with ME2 that it gave me 1200 Bioware points. However when I clicked the link that said "Learn More" about Bioware points, it said I have 0. Am I wrong?

No, no Bioware points. The Cerberus Network card simply gives you access to all the "free" DLC on the Network (while those who purchased the game used have to pay to get the Network DLC).
