I have given the Dwarf at Vigils Keep some Lyrium Sand, activating the Bombs Away quest.

The wiki says I need to find two, but I have given him the second and the quest is still active.

Bug? or is there more?

I think he needs three total. IIRC there are four in game: two in the deep roads, one in the Silverite Mine and one in the Keep's basement. If you get a fourth, he'll have a quest arrow above his head, but you won't be able to give him the last lyrium sand.
