Because it won't concern really you at all, or me, or anyone for that matter. Social stuff, not so much the reason to like BioWare.

as it stands now, there is a lot of different places to go to.
you have the forums on the bioware homepage, you have different homepage for a lot of games, kotor, mass effect, dragon age.
or maybe they will make a better system for posting and requesting mods and such.
since they have said it's a community event, I think it has to do with the forums, a change of some sort

Then the same using Duncan's voice actor, substituting "Duncan, leader of the Grey Wardens in Ferelden" or some such in place of "Commander Shepard".
Common names prerecorded and free to the community; specific names available at premium rates.
