Umm, just wondering (I know I'm trolling for this armor but I have another question about it this time) why a boss isn't dropping any loot at all?? Not even poltices??
Is the High Dragon in Waists bugged too??

Well considering the Wastes is where Dragons go to die, they would not bring their hoard. Oh, but imagine if they did. But one piece of armour in a pile nearby the fight has to do I guess.

Usually dragons have bellies full of gold, swords, and such... not in the Drake Uncharted Wastes tho ... bug or intentional?

Probably intentional, since it's near the end of the expansion, anyway. (Plus, there's some good loot dropped by the Mother's followers as you battle them throughout the Tevinter tower.)

OK, but that doesn't explain why the guide says that this dragon is meant to drop two armor pieces and doesn't.

Dragons should always drop lewts... Dragons love gold and gems and armor and weapons and trofees of all the ph00ls they pw3ned over the years.
Seriously tho, killing a high dragon and not even getting a dragon scale (even tho there is no use for them anymore) is a big let down.
