When I create a new module the module type is set to addin. It is greyed out and I can't change it. Why can't I create a module that isn't an addin for an existing module?

Have I misunderstood what is meant by addin? Accoding to the wiki I should be able to create a module that isn't an addin.

making a addin that isn't adding to a existing module is the same as a stand alone module.
