Well first of all that was only a single Geth patrol, and the Quarians were losing against them. Tali would have been killed had Shepard not shown up. That's not to say those Quarians were completley incompetent, even if it doesn't appear that way when you actually see them. But you have to remember that these were elite Quarian marines. According to Reeger, the average Quarian soldiers are much, much worse. Their survival odds are probably equivalent to that of an Imperial Guardsmen.
It was till a lot more geth than 10-20 men can be realistically expected to handle. IRL small strike teams without air support or reinforcements get killed. Special Forecs aren't like in the movies. They rely on secrecy and fast hard strikes. I sometimes wonder if people know anything about real warfare when they criticize the Migrant Fleet Marines. 10 men can't beat 100 with air and armour support, not in Mass Effect, not in real life, not ever.
Besides, we also know that human marines didn't fare much better against the geth on Eden prime, so do the Alliance marines suck as well. Why infact, the only species we've seen demonstrate any level of competence are the Salarians.
Hey, I said that the marines weren't completley incompetent. There were a lot of dead Geth on that mission. The reason they appear to be stupid though is because when the dropship shows up, they don't even attempt to avoid it. I don't get why they couldn't have retreated into the bunker directly behind them.
But aside from that, we only have two examples of the Quarian military; Freedom's Progress and the Alerai. Both of which were spectacular failures. And considering that Reeger himself says that their soldiers get slaughtered due to limited supplies, I'd say that their ground forces do suck.
