If you are indeed capable of understanding English, then the sequence of responses to direct questions in this conversation indicates that yes; couple does indeed mean lovers.
"Lovers" is usually used in the sense of sexual partners, even though it doesn't necessarily mean that. That's probably what he means. "Couple" by itself does not specifically denote anything sexual. You can be a couple even if you're asexual.

Well, if you're arguing semantics... to say that two people are "a couple" does, in fact, imply that they are lovers/ romantically involved. You can qualify the noun "couple" with the preposition "of," and at that point you could say that you're no longer talking about two people in a romantic relationship...
Frank and Steve are a couple.
Frank and Steve are a couple of surfers.
...Two sentences with very different meanings.
