A friend told me he heard on NPR (though I've heard this nowhere else, so I don't know if he was just making it up) that Virginia is considering amending their state constitution to say that they do not honor the supremacy clause of the US constitution so that they don't have to implement the healthcare reform.
It seems pretty far fetched to me, but if a state's willing to do something as crazy as write a law that says they don't have to honor the law that stops them from writing that law that makes the law invalid.....well, I'm glad those legislators aren't in my state.
Tell your friend to read up on John C. Calhoun, and how far such shenannigans get before getting stomped on by the Supreme Court.

Yeah, I think it was specified when Admiral ... something ... vas Qwib Qwib mentions how difficult it is to switch out name registries for some of these purchased ships. Granted, it's a setup for a silly word play joke, but it's not contradicted by anything else.

The idea behind the fine is to penalize people who can afford insurance but don't buy it since they don't expect to need it, who will then become a burden on everybody else should it turn out later that they DO. It's not supposed to fine people who are just too poor to afford it.
That said, I like everybody getting health insurance, since I'd much rather the guy I'm sitting next to on the bus went to the doctor last week and got pills for whatever he was sick with instead of me getting it too. The health of one person can affect the health of everybody around them.

Even if that's the idea, that's not what it is in practice. I understand how medical bills work, but it's absurd to charge people for not buying a product. Needing auto-insurance is different, since you don't *have* to drive a car. However, I *have* to exist. Being fined because I exist and don't want to pay an extra $200-500 a month is absurd.
This is like all the new bank crap that just came out in response to other laws passed in the past year. Things like being charged for *not* using your credit card, being fined for being the *recipient* of a rubber check, etc.

I call BS. It only takes 2 hits to drop a Harbinger-possessed minion with a sniper. Garrus does it all the time in my playthroughs. If anything, the Volus part detracts from your survivability, they're short, fat, and slow. Very easy targets!
