I think I have found out why no one can get Velanna's random encounter to trigger - the entire Random Encounter system seems to be bugged.

I am having endless amounts of them.

I have so far had 2 elves, 2 dwarves, 6 DS, 4 wolves/bears, 2 bandits, 2 mercs, qunari mercs, Fen Witch, Avvar Barbarians... and no Velanna.

I still have the Blackmarsh, and I am level 33. I am going to blow out the level cap very, very soon.

I think I am getting bugged repeats, to be honest.

Maybe this is why we cannot trigger Velanna. Only a lucky few have.

I never triggered Velanna in a random encounter either, although I did not understand the mechanism of the encounter at the time.
