My theory rested on TIM as well. He repeatedly makes references to how his business is in information, which Liara also says and is in direct competition with The Shadow Broker.
TIM also constantly in shadows, which could be another hint at it. Finally, it has been stated that Cerberus has a number of business fronts in which it gains its wealth, but these business would have to be huge for it to fund all of Cerberus' activities. Instead, I bet most of his funding comes from his work as the Shadow Broker.

Got a feeling that the SB is likely a group of Volus because it seems that the SB has been around longer then the Alliance was with the citidal.

Whoever it turns out to be, I'm certain the legend of the Shadow Broker starts with Salarian "Ever Alert", who according to Captain Kirrahe kept armies at bay with hidden facts.
Also, given the soundfiles found in the game, it is likely he or she will die in the upcoming DLC.

I really don't think it can be T.I.M. because why would he send Liara after Shepards body to get it back from himself.And In ME1 he would not ask for information about Cerberus Experiments from Shepard that he would already have.As for who He or She or They could be I think it is Miranda's Father.

TIM is a manipulative sob. If he is the Illusive Man, it's likely no one in Cerberus even knows it. I also considered a group of "shadow brokers", but ME: Redemption makes it look like it's one man. I also think it could be an AI, explaining how it can handle so much simultaneous data and make calculations to insure no status quos are affected.

Also viable, except for one thing! Miranda tells Shepard that her father donated generously to Cerberus, but statements by the Illusive Man and the events of ME Redemption make them seem like rivals and enemies

if the SB turns out to be human then ... well thats just silly how could somone become so influential in galactic politics so fast, i dont see how anyone could guess who it is chances are its somone we havnt met in the ME universe yet

The Illusive Man is probably the most powerful man in the galaxy, and he's human. I think the most likely conclusion is that he's an AI or a Rogue VI

Personally, I had never thought that we had already been introduced to the Shadow Broker. I believe he/she/it/they will be a new character altogether. Does anyone who's played Knights of the Old Republic find the Shadow Broker to be an evolved version of Davik Kang? It seems like the basic concept of a powerful criminal overlord is there, but the Shadow Broker is a much more sophisticated criminal, probably due to BioWare's increased experience.

My personal theory is that the Shadow Broker is an AI, one that dates back to the time when the Salarians or Volus first became a part of the galactic community. All that stuff Barla Von says about the Shadow Broker being able to manage hundreds upon thousands of information transactions and keeping his thumb on the pulse of the galaxy's information? Only an AI could do that.
It would also explain why the Shadow Broker never seems interested in picking sides or leveraging his information to topple governments. To him, simply KNOWING the information is its own reward.

It might also explain why the Shadow Broker was so keen to get Shepard's body. The Collectors are one of the most enigmatic races in the galaxy, and almost nothing is known about them. The Collectors may have offered the Shadow Broker some VERY valuable information in exchange, information that only they would know.
