If you've already done and complete the Law And Order quest (I think thats what it's called) then you can't do it, it's a very annoying glitch.

Really annoying! I went all the way back to the beginning, got her first, respecced her, then gave her a present to test the *other* Sigrun glitch (100 approval), then gave her enough gifts to get to - I think around 44 approval. Then walked through the city, which starts her quest. (which you have to finish before doing the Law & Order one) You also get approval for paying for her ring rather than having her give it. (by 6)

I liked her enough to restart it - at least, on my warrior, but it's a pain. The first thing you'd normally do is the city quests - and that's the most obvious. Just starting it apparently bugs out her quest.

There are a bunch of threads in which I have posted the solution to this quest bug. You cannot even start the quest or the smuggler one or else the npc in which you need will despawn. Once you get Sigrun, go to take her Amarathine and take a right when you get in the gate, then the encounter will activate.

The patch that will be released on Monday (patch 1.04) apparently fixes this issue.

Bioware's current position is that since they've fixed it for new games, they have no need to fix it for people with existing saves.

1.04 didn't fix the quest. It just prevented new people from walking into the same bug.

Maybe no need for people who already won the game, but I just started playing about a month ago and I just got Sigrun and I've been holding off playing anymore hoping there would be a fix for my current game.

Patched it to 1.04 and started a new game. Did the Law & Order quest. Then I picked up Sigrun and got her approval up to 57 but again can't activate her personal quest in Amaranthine.
