I've finished the factory mission for Garrus and I go back to Bailey for Thane's mission after talking to Mouse but there is no dialogue option to ask Bailey about Elias Kelham.  I think it maybe that i asked him about both missions earlier but can't get into the cells to interrogate Kelham either.

Any ideas?
