you wont get it fast. There is dragon before, you need to be skilled enought to beat it.
But you can unlock it on your old characters, then reroll and you wont need to go to ruins.

Stalky24 are you okay wrong area your thinking of haven not the elf area.
Its near the end of the ruins, if you take the quest to make the elfs your allies they send you to kill the werewolfs, after fighting your way through the ruins in one of the rooms is the presense its not in the forest its in the ruins.. that is inside the forest.
Bit more specific I guess. its opposite to the room with the puddle of water with a mug in it.

Stalky is right, there is a dragon in the ruins. It's somewhere between a drake and the high dragon however in both size and difficulty. At level 12+ it'd be a joke, but I could see lower level players having a hard time with it.

It's my impression that the game scales in difficulty to the level of your party. Traveling to the Brecilian Forest is one of the 3 main story options after you save Redcliffe, so I can only assume that the game would allow for you to be able to complete the entire section.
Having said that, I have no idea if that is indeed the case, since I did this part last.

There's *limited* scaling. Going to the forest first isn't that bad, but going to Ozammar first is killer.
If you want Arcane Warrior, just follow the main questline. Yes, this will require you run all over the place, sorry.
After the dragon, in the lower ruins is a room with a broken altar and a phylactery. Crack open the vial, place the gem inside on the altar, and take the reward of ‘memories.’
