Justify their failures any way you want, it still doesn't change the fact that they are failures. And failures are not impressive. I guess the Alliance Marines are failures as well. Along with the Asari Commandos, all merc groups, the citadel fleet, and the Krogan. They fail everytime we see them too right.
Why infact STG didn't do so hot until Shepoard showed up either. C-Sec got decimated by the geth during the battle of the citadel.
Point being, NO ONE IS COMPETENT COMPARED THE SHEPARD. Quarians got beaten because it was convienent for the plot to have them so so.
How about the story that han'gerrel tells. Small gunboat with tow crew fends off several pirate ships and allows the civilian vessel to escape, definitely failure material there.
Again, you're missing the point. I'm not denying that the Quarians are potentially powerful. It's just that there is nothing in the game that shows this. Almost all of the other species and factions have several testaments to their power and abilities. The Quarians entire legacy is the Geth, who crushed them. There is nothing impressive about the Quarian military said in Mass Effect 2, aside from Gerrel's one story. The fact that Reeger himself talks about how bad the Quarian army is when supplies become limited only further adds to the feeling that they are useless. Again, this is not necessarily true, but that's the impression the game gives. In comparison the other races, the Quarians are weak and pathetic, constantly being oppressed and hated. The single testament to their technical skills has become independent and far more powerful than them in every aspect. You can rant all you want about how the Quarians are actually strong, but it still won't change the fact that the game doesn't show this

And I will to once I see something that is a testament to the fleets power. But until Mass Effect 3, that's probably not going to happen, since Geth seizing control of one their ships due to their own stupidity certainly does not give a good impression.
